Southeast Bank joins Bangladesh Bank’s Tk5,000 crore CMSME refinancing programme

Bdbusinessdaily.com – Southeast Bank PLC has entered Bangladesh Bank’s Tk5,000 crore Working Capital Refinance Fund, opening a channel for eligible cottage, micro, small and medium enterprises to seek financing on preferential terms.

The fund is designed to support the day-to-day financial needs of CMSMEs, particularly the working capital required to keep businesses operating, purchase inputs, manage stock and meet routine expenses. Through its participation, Southeast Bank will extend working capital facilities to qualifying enterprises under the central bank-backed scheme.

Support for business operations

Working capital is a critical requirement for smaller businesses because it helps bridge the gap between spending money to run an operation and receiving payment from customers. For enterprises with limited cash reserves, access to appropriately structured financing can make it easier to maintain production, fulfil orders and continue serving their markets.

The refinancing initiative is intended to help CMSMEs use their production capacity more fully. By making financing available at preferential rates, the programme seeks to reduce a key obstacle that can prevent smaller enterprises from maintaining regular operations.

Cottage, micro, small and medium businesses form a broad segment of commercial activity, ranging from small-scale producers and service providers to growing enterprises that need dependable access to capital. A working capital facility does not necessarily fund a major long-term expansion; instead, it can support the recurring financial cycle that allows a business to function continuously.

Focus on employment and sustainable development

Bangladesh Bank’s fund carries wider economic objectives beyond individual lending transactions. The programme aims to encourage employment generation and contribute to sustainable development by helping eligible businesses remain active and productive.

When smaller enterprises can maintain their operations, they are better placed to manage regular business commitments. This can include acquiring materials, sustaining production activity and responding to customer demand. The scheme therefore places emphasis on supporting operational continuity rather than treating financing as a one-size-fits-all solution for every business need.

The participation agreement brings Southeast Bank into the framework established for the Tk5,000 crore Working Capital Refinance Fund. The bank will assess and provide financing to eligible CMSMEs in line with the scheme’s requirements.

Officials attend signing ceremony

Bangladesh Bank Deputy Governor Md Anis Ur Rahman attended the agreement-signing programme as chief guest.

Other Bangladesh Bank representatives present at the event included Executive Director Nahid Rahman and Md Zabdul Islam, Director of the SME & Special Programmes Department.

Southeast Bank was represented by Deputy Managing Director Md Masum Uddin Khan and Mohammad Ashikuzzaman Khan, Executive Vice President and Head of the bank’s SME and Agri-Credit Division.

What the programme means for eligible enterprises

For businesses that meet the programme’s eligibility conditions, the fund offers a potential route to obtain working capital through a participating bank. The availability of preferential-rate finance is especially relevant for enterprises whose costs arise before revenue is collected.

A manufacturer may need to buy supplies before completing a product, while a trader may need funds to replenish inventory before sales take place. Service-oriented firms can also face regular costs linked to operating their businesses. In each case, working capital can help an enterprise manage the normal movement of money through its operations.

The refinancing fund is targeted at CMSMEs, meaning that access depends on meeting the applicable criteria and completing the lending process through the participating institution. Businesses considering such facilities should understand the purpose of the financing, their expected cash flow and their ability to meet repayment obligations.

Southeast Bank’s entry into the programme adds another participating lender to the effort to deliver working capital support to qualifying cottage, micro, small and medium enterprises. The arrangement aligns the bank’s SME and agri-credit activities with Bangladesh Bank’s broader initiative to strengthen productive business activity, employment prospects and sustainable economic development.
