2 Narayanganj assistant commissioners transferred over late attendance
Two Narayanganj Land Officials Moved After Attendance Inspection
Bdbusinessdaily.com – Two assistant commissioners responsible for land administration in Narayanganj have been transferred following a surprise visit to the Sadar Upazila Land Office that raised concerns about staff attendance during official working hours.
Debjani Kar, assistant commissioner (land) for the Siddhirganj Revenue Circle, has been posted to Khulna. Angmaching Marma, assistant commissioner (land) for the Fatullah Revenue Circle, has been transferred to Chattogram. The Ministry of Land issued the transfer orders after the inspection, Narayanganj Additional Deputy Commissioner (Revenue) Zakia Sarwar Lima confirmed.
The incident centres on an inspection carried out on the morning of 31 August by State Minister for Land and Chattogram Hill Tracts Affairs Barrister Mir Mohammad Helal Uddin. He visited the land office in Narayanganj city’s Khanpur area shortly before 9am.
The premises house the Sadar Upazila assistant commissioner’s office as well as the Fatullah and Siddhirganj revenue-circle offices. During the visit, several officials and employees had still not reported for duty after 9am, prompting the minister to examine the attendance register.
Advance signatures identified in register
Show-cause notices issued after the visit stated that a number of officials and employees were absent despite having already signed the attendance register for the day. The notices described the alleged practice of signing before being present at work as a serious violation under the Government Servants (Discipline and Appeal) Rules, 2018.
They also referred to the Government Servants (Regular Attendance) Rules, 2019, which require public employees to maintain regular office attendance and prohibit unjustified late arrival or absence from duty.
In practical terms, attendance registers are intended to provide a daily record of whether public offices are staffed and accessible during scheduled hours. For land offices, this is particularly relevant because citizens often visit to seek services connected to land records and local revenue administration.
The minister instructed the district administration to investigate the matter and take steps against officials found to have been involved.
Notices served on 20 people
Show-cause notices were served on the two assistant commissioners (land) and 18 other officials and employees attached to the Sadar, Fatullah and Siddhirganj land offices. Each was asked to submit a written explanation within three working days.
The officials later provided written replies to Additional Deputy Commissioner (Revenue) Rinat Fowzia, defending their positions in response to the notices.
Debjani Kar said her move should not be interpreted as punishment. She said she had been on medical leave on the day of the inspection and that the district commissioner knew about her absence.
“I was on leave due to illness on the day of the incident, and the district commissioner was also aware of this. It is true that I have been transferred, but it was not a punitive transfer,” she said.
Her statement distinguishes her transfer from a formal disciplinary penalty, even as the wider attendance issue remains under administrative scrutiny.
Further review planned
The district administration is also compiling a list of officials and employees who have remained at the same office for more than three years. Further measures involving those personnel are expected to be considered later.
The review indicates that the response is not limited to the events of a single morning. It also examines staffing patterns within the relevant land offices, where continuity of service and compliance with public-service rules are important administrative concerns.
The transfers of the Siddhirganj and Fatullah assistant commissioners come after the minister’s inspection drew attention to the gap between the signatures entered in the register and the officials physically present at the office. The inquiry and the written explanations submitted by those served notices form part of the district administration’s response.
For residents dealing with land-related matters, reliable office attendance has direct importance. Delays in the arrival of officials can affect people seeking routine administrative assistance, while accurate attendance records are a basic part of accountability in government offices.
The case has therefore placed focus on both the conduct of individual personnel and the responsibility of local offices to ensure that staff are present during designated working hours. Authorities have signalled that additional action may follow as the review of the officials and employees involved continues.
